Dharamsala, 29 March: Chaired by Speaker Pema Jungney, the last day of the 7th Session of the 16th Tibetan Parliament-in-Exile commenced with Legislative procedure-first reading. Parliamentarian Geshe Lharampa Atuk Tsetan introduced the legislative amendment of Rules and Regulation of Election Commission and Parliamentarian Geshe Monlam Tharchin supported the amendment bill. The amendment proposed on Article 12 paved way for its second reading and later passed in its second reading.
Following the list of business i.e., Legislative procedure-Second reading. The legislative amendments proposed on Article 24 clause (vii) and clause (viii), Article 25 clause (vii) and Article 77 clause (xi) of Rules and Regulation of Electoral system, were eventually passed after the third reading.
Similarly, The legislative amendment proposed on Article 66 of Rules and Regulations of procedure and conduct of the business of Tibetan Parliament-in-Exile was passed unanimously.
Followed by debate, over which the motion presented by Parliamentarian Ven. Tenpa Yarphel and supported by Parliamentarian Khenpo Kada Ngedhup Sonam, was passed in unanimity.
The Revised Appropriation Act of 2018-2019 and the Appropriation Act of 2019-2020, as presented by Deputy Speaker Ven. Acharya Yeshi Phunstok and supported by the Chairman of the Budget Estimate Committee Geshe Monlam Tharchin, were both passed unanimously in the house.
Deputy Speaker Acharya Yeshi Phuntsok chaired the house from 11.15 am until 12:30 pm of the session.
Joint Secretary of Tibetan Parliamentary Secretariat Ms Tsetan Kelsang presented the leave of absence of the members during the session, followed by Speaker Pema Jungney’s concluding speech and announcement of the adjournment of the 7th session of 16th Tibetan Parliament-in-Exile.
The session adjourned at 3:40 pm.
