The first meeting of the Task Force on Negotiations (TFN) since His Holiness the Dalai Lama devolved his political
authority to the elected Tibetan leadership, held in Dharamsala on 9 October 2011, was presided over by
Kalon Tripa Dr Lobsang Sangay. His Holiness the Dalai Lama’s special envoy Kasur Lodi Gyari and
envoy Kelsang Gyaltsen among other TFN members attended the meeting/TibetNet photo
